Benefits & Financial Support
The Hubert H. Humphrey Fellowship Program is fully funded. It covers payment of tuition and fees at the assigned host university, a monthly maintenance (living) allowance including a one-time settling-in allowance, accident and sickness coverage, a book allowance, a one-time computer subsidy, and round-trip international airfare to and from the U.S. (including domestic travel for required program events). It also provides a Professional Development allowance for activities such as field trips, professional visits, and conferences. Inclusions
Nationality & Residency:Be a citizen of an eligible country and currently residing there at the time of application. Individuals with dual U.S. citizenship or U.S. permanent resident status are ineligible.
Professional Experience:Be a mid-career professional with a minimum of five years of full-time professional experience prior to August 2026 (for the 2026-2027 program year), acquired after completing their first university degree. Candidates with only part-time work experience may not be considered eligible.
Educational Qualification:Hold an undergraduate (first university or Bachelor's) degree, typically a four-year degree, or a completed Master's degree.
Leadership & Public Service:Demonstrate leadership qualities and a strong record of public service in the community. The program targets individuals committed to public service in either the public or third sector.
U.S. Experience:Have limited or no prior experience in the United States. Generally, this means no more than six months of U.S. experience during the five years prior to August 2026, and not having attended a graduate school in the U.S. for one academic year or more during the seven years prior to August 2026.
English Proficiency:Possess demonstrated English language ability. Shortlisted candidates are required to sit for the TOEFL iBT (test vouchers typically provided), with specific minimum scores often specified by individual countries (e.g., minimum 71 on TOEFL iBT or 6.0 on IELTS for some, though TOEFL is usually mandatory for finalists).
Career Stage:Be at a point in their careers to fully benefit from a mid-career professional development program. While there's no age limit, the program typically targets professionals aged 30-50.
