Benefits & Financial Support

The scholarship covers 100% of compulsory tuition fees and other fees charged by the institution. A monthly maintenance allowance is also provided, generally ranging from ₹250 to ₹1,200, depending on the course level and whether the student is a hosteller or day scholar. For SC/ST students enrolled in prestigious institutions like NIT, IIT, AIIMS, and NIFT, the entire fee amount is covered with no cap on the fee. For non-governmental institutions within Bihar, the maximum annual fee covered is ₹7,500 for ITI courses and ₹15,000 for Diploma/Polytechnic and equivalent courses. For Graduation/Post Graduation/ITI, annual allowances can be up to INR 5,000, and for Intermediate courses, INR 2,000 annually. All payments are disbursed directly to the student's Aadhaar-seeded bank account through Direct Benefit Transfer (DBT).

How to Apply Online
Applications are submitted online via Online. Complete eKYC, upload scanned documents, and submit before the closing date.

Generate OTR (One Time Registration) on National Scholarship Portal (NSP): Before proceeding to the Bihar PMS portal, generate your OTR number on the National Scholarship Portal at `nsp.gov.in`.
- 2Register on the SC/ST Portal
* Visit the official Bihar Post-Matric Scholarship portal for SC/ST students: `scstpmsonline.bihar.gov.in`. * Click on 'New Student Registration' (or a similar link for the relevant academic year). Create your profile using your OTR number and Aadhaar details. You will need to verify with an OTP sent to your registered mobile number.
- 3Login and Fill the Application Form
* After successful registration, log in to the portal using your registered ID and password. * Complete the application form by accurately entering all personal, academic, course, and bank details. The course year will automatically select as per the academic session.
- 4Upload Documents
* Upload scanned copies of all required documents in PDF format. Each file size should generally be under 150KB to 400KB. * Mandatory Documents Include: Aadhaar Card, Caste Certificate (digital SC), Income Certificate (at R.O. level, issued on or after April 1st of the application year, e.g., 01-04-2026 for 2026-27), Residential Certificate, Bonafide Certificate from the institution, Fee Receipt of the current session, Last Mark Sheet, and a passport-size photograph. An Aadhaar-seeded bank account passbook is also mandatory. * Ensure all academic documents are dated between April 1st of the application year and March 31st of the next year (e.g., 01-04-2026 and 31-03-2027 for 2026-27).

* It is mandatory to confirm that your bank account is Aadhaar-seeded for Direct Benefit Transfer (DBT). Your application cannot be finalized without successful Aadhaar seeding. You can check the seeding status on the UIDAI bank mapper page.
- 6Finalize and Submit Application
* Carefully review all entered details and uploaded documents. Once satisfied, click 'Submit' or 'Finalize' to complete your application. An application that is not finalized will not be sent for verification. * Download and print the application acknowledgment slip for future reference.

* Log in to the SC/ST category portal (scstpmsonline.bihar.gov.in) using your registered ID and password. * Navigate to the 'Application Status' or 'Application Movement' section. The status line will indicate which of the nine stages (Registration, Fill Application, Upload Documents, Aadhaar Seeding Status, Finalized, Institute Verify, District Verify, State Approval, Scholarship Payment) your application has reached. Updates may also come via SMS, but regular login is recommended.
