About the Program
The Green Passage Scheme Higher Education provides complete fee waiver and reimbursement up to ₹5 lakh for orphaned and vulnerable students in Odisha pursuing any higher education course after Class 12 with full exemption of tuition hostel admission examination laboratory library fees plus free accommodation and food in government institutions.

Undergraduate (UG), Postgraduate (PG)
Must be enrolled in All undergraduate postgraduate professional technical courses of at least 1 year duration after Class 12, BA BSc BCom BBA BCA MA MSc MCom MBA MCA Engineering Medical Nursing Pharmacy Law Architecture Agriculture and all general professional technical courses.

Selection Process
Merit-based selection for orphaned and vulnerable students who are permanent residents of Odisha
Eligible categories include: child without biological or adoptive parents, child who lost both parents, child who lost single earning parent, child residing in Child Care Institution foster care or under guardian with annual income below ₹8 lakh
Scheme extended in 2020 to cover children who lost single or both parents due to COVID-19 pandemic
Must be enrolled in higher education meaning any general professional or technical course of at least 1 year duration after Class 12 in recognized government or non-government institution college or university within Odisha
Girl students rescued from child marriage by Women and Child Development Department staying in shelter home or hostel eligible till age 21 or marriage whichever occurs first
Selection based on verification of orphan status through death certificates and DCPO certification combined with academic merit and income criteria.

Application Process
1. Download application form from https://dhe.odisha.gov.in/sites/default/files/2021-06/GREEN PASSAGE-4-10.pdf, 2. Fill application form completely with all required details, 3. Gather all required documents including death certificate income certificate and enrollment proof, 4. If child was in Child Care Institution obtain certification from DCPO District Child Protection Officer, 5. If COVID-19 orphan obtain Specially Cared Child Certificate or I-Card, 6. Submit completed application with documents to DCPO or Child Welfare Committee offline, 7. DCPO verifies documents and forwards to Higher Education Department, 8. Department prepares merit list based on academic performance and family income, 9. Results announced publicly by department, 10. For government and aided colleges fees exempted at admission, 11. For unaided private colleges students pay fees and apply for reimbursement with fee receipts and vouchers, 12. Reimbursement transferred to student Aadhaar-linked bank account via DBT
